PROBLEM TO BE SOLVED: To provide a history storage system, totaling system and program for a flat rate service that adopts a flat rate system across a plurality of providers who provide services at actual stores while allowing competition among providers.

SOLUTION: The flat rate service history storage system comprises a determination part for identifying a user y by a user ID received from a card reading terminal Tx at a store x to provide the user y with a flat rate service to determine whether or not a flat rate service contract is valid for the user y, a permission grant part for sending permission information permitting the service provision to the card reading terminal Tx if the determination part determines that the contract is valid, and a history storage part for storing as a service provision history the provision of the flat rate service at the store to provide the flat rate service if the determination part determines that the contract is valid.
