<p><P>PROBLEM TO BE SOLVED: To easily evaluate a loading state of cargoes with high accuracy, on a plurality of containers in which the cargoes are loaded. <P>SOLUTION: The contact area of each cargo with other objects is calculated by a cargo contact area calculation means 5 based on the storage content of a cargo information storage means 2, a container information storage means 3, and a cargo position information storage means 4. A double-side contact determination means 7 determines whether or not two surfaces opposite to each other are brought into contact with other object, and if other object is brought into contact with the two surfaces, the contact area is multiplied by a predetermined weighting factor by a weighting calculation means 8 to obtain the contact area of the cargo. The safety is evaluated by the amount of the sum of the contact areas after the weighting processing.
