PROBLEM TO BE SOLVED: To guarantee Qos of video contents when the network quality is low.

SOLUTION: An encoding equipment includes a video encoder for video-encoding frames containing a plurality of macro blocks based on predefined encoding technology to output normal encoding code streams, as well as for outputting prediction error values of each macro block obtained through inter-frame motion prediction; a layering unit for layering the macro blocks according to the prediction error values of each macro block to allocate redundant bit to the macro block in each layer; a redundancy encoder for generating redundancy information represented by the corresponding redundant bit for the layered macro blocks; and a merging unit for merging the normal encoding code streams and the redundancy information to generate a final encoding code stream. Transmission quality of the video contents is guaranteed and code rate will not be significantly increased.
