PROBLEM TO BE SOLVED: To buffer a quantization matrix described in a stream and describe values of the correct quantization matrix used for decoding and encoding in an I picture converted and generated.

SOLUTION: When receiving a B6 picture, a stream conversion section 11 applies no re-encoding to the B6 picture, but reads a quantization matrix Q2 described in a picture header of the B6 picture and overwrites the matrix Q2 to a Q matrix buffer. Then the stream conversion section 11 decodes and re-encodes a P11 picture being a next P picture by using the quantization matrix Q2 stored in the Q matrix buffer and described the information of the quantization matrix Q2 to a sequence header of an I11 picture re-encoded and generated. A P 14 picture being a next P picture is decoded and re-encoded by using the quantization matrix Q2 similarly, and the information of the quantization matrix Q2 is described in a sequence header of I14 picture re-encoded and generated. The information processing apparatus is applicable to reproducing apparatuses or conversion sections.
