PROBLEM TO BE SOLVED: To obtain light-weight and soft concrete having a high water content and being easy to form and work. SOLUTION: The light-weight and soft concrete is made by forming a water-permeable net texture in which particles of light-weight coarse aggregate are communicated with each other by vegetable fibers, in a cement matrix hardened body of light-weight concrete formed by blending the light-weight coarse aggregate with light-weight fine aggregate; and when its dry weight is assumed to be W1 and its water-saturated weight is assumed to be W2, the water content (%) expressed by 100×(W2-W1)/W1 shows 60% or higher, and specific gravity when the water content is 60% is 1 or less.
