PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which a burden on the apparatus is minimized and stable image formation for various kinds of images can be performed with good color reproducibility when information on color development is provided to a formed toner image to allow the toner image to develop colors, whereby full-color image formation is performed using one developing unit. SOLUTION: The image forming apparatus uses a toner which is controlled so as to maintain a color developing or non-color-developing state by providing information on color development by light, and comprises an image carrier 54, a latent image forming means, a developing means, a means to provide information on color development, a transfer means, a fixing means and a color developing means, wherein incident anglesα,βof exposure light by the means to provide information on color development are in a range of±60°to a perpendicular axis to a surface of the image carrier at a reaching point of a toner image when the perpendicular axis is considered to be 0°.
