PROBLEM TO BE SOLVED: To provide the optimum information including advertisements to many persons in a public place with the many and unspecified gathering persons.

SOLUTION: An RFID reader 10 collects IDs of RFID tags 2A-2C held by the many and unspecified persons existing in close to an information display 18. An objective profile extracting part 11 extracts a personal profile corresponding to the each ID, and a virtual personal preparation part 13 generates a representative profile by processing statistically an extracted profile group, and selects the profile near to the representative profile from a virtual personal profile registered preliminarily in a virtual personal profile storage part 14. Provision information or advertisement information correlated with the virtual personal profile is output to the information display 18.
