PROBLEM TO BE SOLVED: To provide a cleaning device of an electrifying device constituted to give preferable electrifying performance from the initial stage of use and to maintain the performance for a long period of time regardless to the use environment of the device. SOLUTION: The cleaning device includes an electrifying roller 14a having at least an elastic layer or a conductive resin layer applied to the outer perimeter of a core metal and electrifying the surface of an image carrier by a voltage externally applied thereto, and an electrifying cleaning roller 14b to clean the electrifying roller surface, wherein the electrifying cleaning roller 14b has a layer made of a melamine resin foamed body and the roller is subjected to a cleaning step in the manufacturing stage of the roller.
