PROBLEM TO BE SOLVED: To control between execution and inexecution of handover between terminals according to communication capability of a radio section. SOLUTION: The communication capability of the radio section is measured when a request is made for handover between terminals, the radio communication system is changed or on a regular basis at predetermined intervals. A terminal to be used is selected according to the communication capability and execution/inexecution of handover between terminals is determined according to the result of selection.
