<P>PROBLEM TO BE SOLVED: To provide a management information distribution system allowing direct connection from a reading means such as a card reader to the Internet for transmitting an encrypted mail to a user terminal of a guardian and the like. <P>SOLUTION: For directly connecting a reader 11 to the Internet without using any terminal device such as a PC, a network communication part 112 having a DHCP function and the like is arranged in the reader. The reader 11 is provided with a mail generation part 113 making the reader 11 read identification information of an IC card 21 carried by a student to generate a mail based on read information.
