<P>PROBLEM TO BE SOLVED: To provide a power controller which efficiently supplies and receives electric power without interfering with drive control of a motor, and to provide a vehicle having the controller, in the power controller which supplies and receives commercial power supply and the power through neutral points of two ac motors. <P>SOLUTION: An ECU60 detects an effective value and the phase of the voltage of the commercial power supply 90 based on a voltage VAC from a voltage sensor 74. Moreover, the ECU60 generates a current command IR of the same phase as the voltage of the commercial power supply 90, based on the effective value and the phase thus detected, and a charge-and-discharge command value PR to an electricity storage unit B. The command IR is a command value of a current IAC flowing through power lines NL1, NL2.
