PROBLEM TO BE SOLVED: To provide a resonance type duel pipe muffler having reduced manufacturing cost, and to provide its manufacturing method and its manufacturing device. SOLUTION: Two members B, B are formed of a metal plate material consisting of a plate material 1a for a cylindrical shell 1 and a plate material 3a integrated therewith for an exhaust pipe 3 with a plurality of holes 31, the plate material 3a being rolled into a cylindrical shape with its end welded and fixed to form the exhaust pipe 3, the plate material 1a being rolled into an approximately semi-circular shape while encircling the half of the outer periphery of the exhaust pipe 3 to form the half periphery of the cylindrical shell 1 integrally with the exhaust pipe 3. The front edge of one member B on the half periphery of the cylindrical shell 1 is welded and fixed P to the base edge of the other member B to form an elliptical cylindrical shell 1 in the state of encircling the outer peripheries of the two exhaust pipes 3, 3.
