PROBLEM TO BE SOLVED: To provide an easily constructible and economical earth retaining construction method, capable of performing earth retaining also serving as seeding and planting by bamboo vegetation in a geologically weak place, for example, volcanic ash deposit land, particularly, its slope and even a wholly gravel (piece earth) place, regardless of the geology. SOLUTION: Disaster preventive sandbags 2 are juxtaposed in large numbers, for example, on the volcanic sash deposit land 1. Volcanic ash 3 gathered at a job site is packed, and hedge bamboo 6 in a wrapped-in state by putting a root part in a small sandbag 5 charged with barrow 4, is planted in its volcanic ash, and is made to function as strong earth retaining function when roots of the hedge bamboo 6 lengthen in addition to the earth retaining function of the sandbag itself.
