PROBLEM TO BE SOLVED: To easily remove and recover an asbestos pipe buried in the horizontal direction in the ground. SOLUTION: A hose 3 having a nozzle device 2 is inserted inside the asbestos pipe 1 buried in the horizontal direction in the ground, and high pressure water is injected into a pipe inner surface 1a from an injection port 2a of its nozzle device 2, and the asbestos pipe 1 is crushed by its water pressure. The nozzle device 2 and the hose 3 are rotatably connected around the axis of its hose 3 via a swivel joint 4, and the injection direction of the water is set in the direction applying axial peripheral torque to the nozzle device 2 by its injection. The injection port 2a is arranged in a plurality in the peripheral direction, and since an injection quantity is made different in the respective directions, the nozzle device 2 approaches any side of the pipe inner surface 1a by injection of the high pressure water, and moves in the peripheral direction in its state. When moving its nozzle device 2 in the pipe axis direction, since an injection position of the high pressure water moves in a spiral shape along the pipe inner surface 1a, the asbestos pipe 1 can be uniformly crushed over its total length and the whole periphery.
