PROBLEM TO BE SOLVED: To provide a sound-insulating building material for a building, which has high sound-insulation performance and which dispenses with much labor for construction on a job site, and a sound-insulating floor structure of the building. SOLUTION: In the sound-insulating floor 41 of the building, a sound-insulating structural material 3 is interposed between plywood 2 and a supporting plate 43. In the sound-insulating structural material 3, two frame members 5 are held at a fixed interval by a holding member 7. Additionally, only a tiny-area portion of the holding member 5 is brought into contact with the plywood 2 and the supporting plate 43; the holding member 5 has a hollow portion 23; and a top plate 15 and a bottom plate 17 are connected together by right and left thin plate-like side plates 9 alone. Thus, a portion, where sounds (vibrations) are transmitted downward from above, of the sound-insulating structural material 3 has a tiny cross-sectional area. Consequently, the sounds generated on an upper floor are hardly transmitted to a lower floor, so that the sound-insulating floor 41 of the building can exert the high sound-insulation performance.
