PROBLEM TO BE SOLVED: To provide a device and a method for automatically splicing and continuously delivering a roll paper capable of delivering and feeding a long paper without any interruption while automatically changing the roll paper, installed in a place of a device installation area much smaller than that of a conventional device, and capable of preventing generation of expansion/contraction of the long paper from the roll paper when being delivered and fed to a cutting device side. SOLUTION: The device for automatically splicing and continuously delivering the roll paper comprises a holding means 2 for rotatably holding roll papers 8a, 8b, a conveying means 3 for conveying the paper delivered from the roll papers, a roll paper moving means 4 for moving the roll paper with the paper being delivered therefrom and having less paper to a predetermined part, an elevating/lowering means 5 for feeding a roll paper to be fed next to the attaching/detaching position by the holding means 2, and a paper splicing means 7 having a cutter 6 for cutting the paper to be delivered from the first roll paper at a predetermined position when the second roll paper fed is rotated by the holding means 2 to start the delivery of the paper, and conveyed in an overlapping manner with the paper delivered from the first roll paper.
