<p><P>PROBLEM TO BE SOLVED: To provide a CUG service system capable of quickly beginning CUG service by an end user, using an IP network, a group managing apparatus, a group managing apparatus control program and a group managing method. <P>SOLUTION: A first terminal 102, for example, inputs information of a terminal wanting to take in a CUG, a CUG managing apparatus 107 takes a vote on the group participation of the terminal and adds it to the group if yes. For beginning the communication between the terminals constituent of the group, the terminal wanting to desire this requests the managing apparatus 107 to begin, and acquires information of these terminals to individually establish an IP call. For disconnection, the terminal cuts each call, based on the information obtained from the managing apparatus 107.
