PROBLEM TO BE SOLVED: To provide a hydraulic drive device having high efficiency in high speed travel, favorable acceleration in both of low speed and high speed, and high maximum speed, and a method for operating the same. SOLUTION: A variable capacity type hydraulic pump (4) connected to a drive source (2) and a hydraulic motor (5) are connected by hydraulic circuits (7, 8). A first clutch (14) is provided at a connecting shaft of the pump (4) and a variable capacity type hydraulic pump motor (10) connected to the hydraulic circuits (7, 8), and a second clutch (16) is provided at a connecting shaft of the pump motor (10) and the motor (5). The capacity of the pump (4) is set to the minimum, the capacity of the pump motor (10) is set to the maximum, the first clutch (14) is turned off and the second clutch (16) is turned on during a start. The capacity of the pump (4) is set to the maximum, the pump motor (10) is operated as a motor and the capacity thereof is set to the minimum, and then the first clutch (14) is turned on and the second clutch (16) is turned off to operate the pump motor (10) as a pump and set the capacity thereof at the maximum during acceleration.
