PROBLEM TO BE SOLVED: To obtain a water-repellent and oil-repellent resin composition that has durability of water repellency and oil repellency, high coating film hardness, further powerful chemical resistance and forms a coating film having high adhesive power to a substrate such as stainless steel. SOLUTION: The water-repellent and oil-repellent resin composition comprises an acrylic resin containing a dimethyl silicone group represented by formula (1) (n is an integer of 1-20), an alkoxysilyl group and a hydroxy group and at least one of an amino resin and an isocyanate resin and a silicate hydrolyzate as crosslinking agents.
