A data recording and reproducing device is provided to use an actuator inexpensive to manufacture and to record and reproduce a large amount of data at high speed. A data recording and reproducing device comprises a beam source, a beam splitter, a spatial light modulator, and an actuator(100). The beam splitter separates the beam generated from the beam source into a signal beam and a reference beam. The spatial light modulator makes data included in the signal beam separated by the beam splitter. The actuator changes the moving path of the reference beam separated by the beam splitter. The actuator includes a moving member(130), a base member(120), and a shaft(110,111). The moving member includes a reflection mirror to reflect the reference beam. The base member is combined with the moving member rotatably. The shaft moves the base member. The reflection mirror is positioned on the moving path of the beam. A magnetic circuit is included in the actuator to rotate the moving member.
