An apparatus and a method for treating water electro-chemically are provided to separate removal materials contained in wastewater, by constituting an electrode structure in an electrolyzing tank and an electrolysis system. A storage tank(20) regulates pH, electrical conductivity, and flow of wastewater, which is supplied from a water collection tank(10) for storing the wastewater. An electrolyte tank(22) supplies a plate typed electrolyte, wherein the electrolyte maintains the electrical conductivity of the wastewater such that the wastewater is electrolyzed. A pH adjuster tank(23) supplies a pH adjuster to the wastewater within the storage tank. An anode plate and a cathode plate receive electric power. An electrolyzing tank(30) includes a plurality of electrodes as charged bodies, wherein the electrodes are disposed between the anode plate and the cathode plate. The electrolyzing tank electrolytes the wastewater supplied from the storage tank. A controller checks the state of the wastewater.
