A device for supplying a seamless voice service in a mobile communication system and a method are provided to enable a mobile communication terminal to camp to another network when a voice service is not available owing to reception of improper system information, so as to receive the voice service. A controller(620) receives system information of the first network system or system information of the second network system from an interface module(610) to provide the received information to a network selector(640), and delivers a network select change request received from the network selector(640) to the interface module(610), so that a network mode is changed. If information of a voice domain for updating location does not exist in the system information of the first network system, the network selector(640) provides a voice service by driving a particular timer according to a user's selection, changing a mode to the second network system, and by updating a location of a device for supplying a seamless voice service.
