PROBLEM TO BE SOLVED: To protect the protection information appropriately in an environment where the protection information is delivered/received by a plurality of apparatus. SOLUTION: A Link Decryptor 311 decrypts an encoded content from a security group 51-A by utilizing an LE Key 61-A effective in the security group 51-A and transmits a resulting content to a Link Encryptor 313 through a transmitting section 312 in a router 301. The Link Encryptor 313 encrypts that content by utilizing an LE Key 61-B effective in a security group 51-B and transmits a resulting encrypted content to the security group 51-B through a signal line 31-c.
