PROBLEM TO BE SOLVED: To provide an optical substrate which is high in quality and can be manufactured at low costs, and its manufacturing method. SOLUTION: This optical substrate has a flat surface 10A and recesses 10B formed on it. The recess 10B has the bottom 10C having semicircular cylindrical surface formed with the same radius as a core 20, and a die is prepared making its dimension between the lowest section of the bottom 10C and the flat surface the same as or slightly larger than the diameter of the core 20. The core 20 is made to have almost a round cross section by overfilling the core material in the recess 10B. An underclad 30 is formed on the flat surface 10A and the recess 10B, and the underclad 30 and the core 20 are joined. The die 10 is separated from the underclad 30 joined to the core 20. The optical panel is obtained by forming an over-clad 40 on the surface of the underclad 30 where the core 20 is joined and covering the core 20 with the underclad 30 and the over-clad 40.
