PROBLEM TO BE SOLVED: To provide a polyurethane foam roller in which good reactivity is achieved without using an amine-based catalyst, and which can form a good image when used as a polyurethane foam roller for electrophotography. SOLUTION: The polyurethane foam roller has polyurethane foam formed in a roller shape on a metallic cylinder, wherein raw material forming the polyurethane foam contains at least a polyol, a polyisocyanate and a water-soluble basic compound having a hydroxyl group.
