PROBLEM TO BE SOLVED: To manufacture a polymer optical waveguide which is excellent in low transmission loss, by stamper method. SOLUTION: A clad layer and a core layer are obtained by UV curing through a stamper method by using: a clad material consisting of a UV-curable composition (I) which contains a fluorinated acrylic copolymer (A) obtained by copolymerizing a fluorine-containing (meth)acrylate (a1) with a nonfluorinated mono(meth)acrylate (a2), a fluorine-containing (meth) acrylate (B), a nonfluorinated mono(meth)acrylate (C), and a poly-functional (meth)acrylate (D) and which gives a product of curing having a glass transition temperature of 60 to 150°C; and a core material consisting of a UV-curable composition (II) which contains the fluorinated acrylic copolymer (A), the fluorine-containing (meth) acrylate (B), the nonfluorinated mono(meth)acrylate (C), and the poly-functional (meth)acrylate (D) and which gives a product of curing having a glass transition temperature of 60 to 150°C and a refractive index higher than that of the product of curing of the clad material.
