PROBLEM TO BE SOLVED: To provide an image processor, an image processing method, and a program that generate a pattern image by efficiently managing unit patterns used by a plurality of image processors to generate the pattern image. SOLUTION: The image processor 10 includes a list wherein a device identification value of the image processor 10, a pattern specifying value for imparting a pattern image to an image to be processed, and a unit pattern identification value specifying a unit pattern 54 for generating a background image are registered while made to correspond to one another, a list library 50 where the list is stored in a storage area storing a link library, and a pattern image generator 44 which acquires image data of a unit pattern 54 imparting a pattern image by reference to the list in response to a user command, and performs tiling to generate the pattern image.
