PROBLEM TO BE SOLVED: To centralize maintenance operations and to reduce the costs by performing centralized data control and management. SOLUTION: A maintenance console 13 sends to a communication controller 11 a message including station number data of a communication controller and registration/display/change commands for real data included in one of common and individual database parts of the communication controller. The device 11 registers and changes real data of the common or individual database part, performs actual processing, and sends processing results out to the maintenance console 13 when the message is addressed to the device itself, sends the message to other communication controllers 12 when the message is not addressed to the device itself. Each communication controller 12 registers and changes real data in its common or individual database part, performs actual processing, and sends processing results to the maintenance console 13 when the message is addressed to the device itself.
