PROBLEM TO BE SOLVED: To provide a surge suppressor having a high surge resistance. SOLUTION: The surge suppressor is provided with an insulating substrate 11 of flat shape, a pair of discharge electrodes 14, 15 which are constructed of a metal member and are arranged oppositely through a discharge gap 13 in plan view, a lid 17 which is fixed on the outer periphery part of the insulating substrate 11 and forms a discharge space 16 between the insulating substrate 11, and a sheet-shape adhesive layer 12 and a ring-shape adhesive layer 21 which are constructed of a resin material and adhere the insulating substrate 11 and the lid 17.
