PROBLEM TO BE SOLVED: To provide a plasma display panel in which crystallinity of a protection film can be improved efficiently and delay of discharge hardly occurs, and to provide a method and device for manufacturing the plasma display panel. SOLUTION: A second insulating film containing particulates is formed on a display electrode 12 so that the particulates may protrude from the surface of the second insulating film, a protection film 14 is formed on the second insulating film so that the portion superposed on the particulates may be in projection form, and the projection portion out of the protection film 14 is heated to recrystallize, thereby heating energy can be concentrated on the projection portion of the protection film 14. Thereby, the PDP 100 can be manufactured efficiently. Further, by manufacturing the PDP 100 in this way, crystallinity in the projection portion of the protection film 14 becomes high so that the PDP with delay of discharge occurring hardly can be obtained.
