<P>PROBLEM TO BE SOLVED: To properly charge for a request to which response is not expected. <P>SOLUTION: A charging coefficient information management part 22 of a charging device 20 registers an identification code read from an HTTP header of an HTTP request for data and charging coefficients read from the HTTP header of the HTTP response in a charging coefficient information table are stored inassociation with each other. The charging coefficient information management part 22 reads an identification code from the HTTP header of the HTTP request for control, and a character coefficient extraction part 25 extracts charging coefficients stored in association with the read identification code from the charging coefficient information table.
