PROBLEM TO BE SOLVED: To provide a plasma display panel with a low discharge voltage and having a high sputtering resistance, and to provide a method and device for manufacturing the plasma display panel. SOLUTION: Since the main component of a protection film 14 formed on a PDP 100 contains SrO and MgO and the concentration of MgO in the protection film is made 30 mol% or more and 70 mol% or less, a PDP 100 having a low discharge voltage and a high sputtering resistance and capable of shortening an aging time can be obtained. Furthermore, a forming process to a sealing process of the protection film are carried out in a vacuum atmosphere, moisture absorption of the protection film can be prevented effectively.
