A dispersion compensation device includes: a reference identification unit (161) for identifying such a reference (OEdB down) that penalty is not greater than a predetermined value according to optical signal information and a reference identification table (153); and a VIPA plate temperature adjusting unit (163) for changing the temperature of the VIPA plate so that a transmission center wavelength derived from the identified reference is a wavelength defined by ITU-T Grid and adjusting its refractivity. Moreover, when a dispersion compensation setting unit (162) performs optimal residual dispersion value search, the VIPA plate temperature adjusting unit (163) judges whether filtering penalty is not greater than a predetermined value according to a penalty management table (156). If the filtering penalty is not greater than the predetermined value, no temperature adjustment of the VIPA plate is performed.
