<p><P>PROBLEM TO BE SOLVED: To prevent a following material started being rolled by a roughing mill, from colliding with a preceding material when the preceding material during the rolling by a finishing rolling mill is abnormally stopped, and to prevent the occurrence of biting stop in the roughing mill. <P>SOLUTION: The rolling of the following material S2 is started by the roughing mill. After that, when the preceding material S1 during the rolling by the finishing rolling mill on the downstream side is abnormally stopped, a distance (the distance from the tail end of the preceding material to R3) from a final stand R3 of the roughing mill to a tail end position of the abnormally stopped preceding material and a predicted length (the material length on the R3 exit side of the following material) after the rough rolling of the following material S2 during the rolling are compared. When the distance from the tail end of the preceding material to R3 is longer than the length of the material length on the R3 exit side of the following material plus a margin, the rough rolling to the following material S2 by the final stand R3 is completed.
