<p><P>PROBLEM TO BE SOLVED: To provide a benefit offer system, a benefit offer method, and a program capable of reducing working labor for both a supplier and a user, and making use of them by the person only in the case of benefit offer for giving special favor to the user. Ž<P>SOLUTION: The benefit offer system comprises a central control device 7 memorizing and controlling reservation information by receiving the reservation information from a student who wishes to issue a school communication ticket; a first information terminal 4 which is connected with the central control device 7 via an internet 2 and is used to apply the reservation information to the central control device 7; a second information terminal 5 which is connected with the central control device 7 via the internet 2, determines appropriateness of the reservation information including personal information, and notifies the central control device 7 of determined results; and an automatic ticket-vending machine 8 issuing the school commutation ticket based on the reservation information controlled by the central control device 7, on the condition that an applicant for benefit offer shows an approval code given by the central control device 7 after confirming the notification that the reservation information is proper.
