A pressure grouting packer having a water-sealing function is provided to increase construction efficiency for reinforcing an excavation surface or a slope by inserting a packer to a perforated hole easily without hanging in a perforated hole using upper and lower stop members and sealing hermetically in the perforated hole by stages, and to increase construction quality for reinforcing an excavation surface or a slope by sealing up a perforated hole quickly and keeping the sealed state continuously. A pressure grouting packer(10) having a water-sealing function comprises upper and lower stop members(11,12) placed vertically at regular intervals and provided with plural through holes(11a,12a), a water permeable expansion tube(13) coupled to the upper and lower stop members and installed to have an empty space within, and a pair of expansion shaping rings(16) manufactured with hydrophilic resins and fixed to the outside of the upper and lower stop members covered with the water permeable expansion tube in the smaller outside diameter than the inside diameter of a perforated hole. Hereon one or more core members(30) are inserted to the plural through holes formed on the upper and lower stop members, and a grouting pipe(40) and an air discharge pipe(50) are inserted to the through holes at need, so that the core members, the grouting pipe and the air discharge pipe are inserted to the perforated hole together with the packer and the inside air of the perforated hole is exhausted to the outside through the air discharge pipe and a grout material is injected through the grouting pipe under pressure.
