A method and an apparatus for treating waste ammonia are provided to reduce liquid type or solid type waste ammonia effectively, by processing the waste ammonia, which is exhausted during a burning process of a stationary source or a mobile source, through an oxidizing catalyst and a selective type reducing catalyst. A mixture where liquid or solid type waste ammonia is mixed into high-temperature air, is injected into a reactor(5). The injected mixture is passed through an oxidizing catalyst layer(3) at a front end of the reactor, thereby partially oxidizing the waste ammonia. The partially oxidized product is continuously passed through a selective type reducing catalyst layer(4), which is distanced from the oxidizing catalyst layer, thereby forming nitrogen and water through reduction reaction of the waste ammonia and nitrogen oxides. The oxidizing catalyst layer is manufactured by coating precious metal-impregnated zeolite or alumina carrier onto cordierite honeycomb of formed body.
