A method and an apparatus for manufacturing cores are provided to minimize a coupling error by implementing inner peripheries of plural cores at the same time. An apparatus for manufacturing cores includes plural division face punching modules, an inner periphery punching module(41), and an outer periphery punching module. Each of the division face punching modules includes a shape corresponding to respective division faces of plural division cores, which are formed by pressing a core with a donut shape having inner and outer peripheries. The inner periphery punching module includes a shape corresponding to the inner periphery. The outer periphery punching module includes a shape corresponding to the outer periphery.
