A location update device in idle mode in a broadband wireless access system and a method are provided to enable a BS(Base Station) to confirm whether a receiving call is generated in case of location updating when a terminal is in idle mode, and to generate/transmit a ranging response message including receiving call generation information to the terminal, thereby reducing delay of the receiving call. If location updating is necessary, a terminal(400) generates a ranging request message for the location updating, and sends the message to a BS(Base Station)(410). The BS(410) performs a location updating procedure(132). The BS(410) decides whether a receiving call for the terminal(400) is generated, and generates a ranging response message including receiving call generation information to send the generated response message to the terminal(400)(134-434). The terminal(400) confirms whether the receiving call is generated, and enters a network again if the receiving call is generated(436).
