A high reflection mirror that exhibits high reflectance in visible light region and that has moisture resistance, in particular, being capable of retaining high reflectance and high resistance to hydrogen sulfide even after exposure to high-temperature and high-humidity conditions. There is provided a high reflection mirror comprising a substrate and, superimposed thereon, a silver film, characterized in that the topmost surface of the high reflection mirror is furnished with a protective film, the protective film having an extinction coefficient of <= 0.1 and consisting of a carbon film. It is preferred that the silver film at its substrate side be furnished with a foundation film. The foundation film preferably consists of a titanium oxide film, and the titanium oxide film is preferably formed from an oxygen-deficit target.
