An apparatus and a method for controlling transmission/reception of characters of a wireless set are provided to send a desired message through elements or resources of a wireless set without additional equipment or a separate data communication network. A key input unit(42) performs key inputs to create a text message to be transmitted to a wireless set of another party. A CTCSS(Continuous Tone Code Squelch System) detecting unit(26) detects a CTCSS tone code obtained by converting a text message from the wireless set of another party. A tone code generating unit(34) generates the CTCSS tone code combined for the text message. A display unit(44) displays a state of creating the text message by the key inputs and displays the CTCSS tone code-restored text message. A memory(46) stores an application program for converting the text message to the CTCSS tone code and restoring a CTCSS tone code received from another party into a text message, and CTCSS tone code conversion information for combining the text message to the CTCSS tone code. A controller(48) controls such that the text message inputted from the key input unit(42) is converted into tone code information, and controls the tone code generating unit(34) to generate the CTCSS tone code.
