An RFID tag and an RFID reader for automatically guiding surrounding information to a blind person in voice, and a method thereof are provided to offer location and surrounding information to the blind person in the voice by installing the RFID tag guiding the surrounding information to roads, street lamps, signal lamps, and buildings, and enabling a portable device of the blind person to read the RFID tags. An RFID tag includes an absolute coordinate data area, a location name area, a surrounding information area, and an additional information area. The RFID tag is installed to an RFID tag installation part in a guide block or rail for the blind person. The portable terminal of the visual disabled includes an RFID reader(13) reading data of the RFID tag through an RFID tag antenna(24) and a TTS(Text-To-Speech) tool(7) converting the data into a voice signal output to the blind person. The voice signal is transferred to the blind person in the voice through an audio processor(8), an amplifier(9), and a speaker or an earphone(10). |
