An underground water tank is provided to store an appointed quantity of water in the rainy season and to control the quantity of river water in the dry season, and to perform installation work with minimum environmental disruption. An underground water tank comprises a settling tank making river water flow in and settling dregs and having an inlet to make river water flow in easily and a first filter to prevent floating matters flowing along a river(100) from flowing in the settling tank, a body(300) storing the water settled in the settling tank and having an underdrain to move river water flowing from the settling tank to the body, a second filter to prevent floating matters in the settling tank from flowing in the body, many flood control drain outlets(340) to control the water level of river water collected in the body and many water quantity control drain outlets(350) to control the quantity of river water collected in the body, a flood control pipe(400) and a water quantity control pipe(500) discharging the water contained in the body to a draining well(600) to flow out to the river, wherein a first rolling gate is formed on the lower part of the first filter of the inlet to open and close the inlet of the settling tank and a second rolling gate(341) is formed on the flood control drain outlet and the water quantity control drain outlet of the body to open and close the flood control drain outlet and the water quantity control drain outlet.
