A system for providing a moving picture and moving picture registration/play/inquiry method are provided to enable a user to use additional services using meta data and perform download/upload of data so that a user can use moving picture service including various additional services and a service provider can improve the quality of moving picture services. A system for providing a moving picture includes a user player(100), a control server(200), a media file server(300), a data communication network(500), and a meta data server(400). The user player transmits meta data according to intension of a user, receives a desired image file, and replays the received image file. The control server receives meta data and enables services corresponding to meta data to provide the user player. The media file server provides image files corresponding to meta data in a buffering state to the user player. The data communication network performs on-line connection. The meta data server transmits the image files to a buffer of the control server.
