SOLUTION: A dummy wiring is executed by floating, and then, delay analysis is executed. A threshold is given to the delay quantity, and a dummy wiring adjacent to a wiring having delay of not more than a predetermined quantity is extracted on the basis of the analysis data and connected to a ground. Further, if a certain dummy wiring is adjacent thereto, it is connected to a power source. A signal wiring 107 adjacent to a ground wiring 110 is a signal wiring having not more than a designated signal delay quantity in a state where a dummy wiring is not provided in its vicinity, and having not more than a designated signal delay quantity in a state where the dummy wiring is connected to the power source or the ground.
