PROBLEM TO BE SOLVED: To improve luminance on the screen of a plasma display panel by increasing the utilization efficiency of ultraviolet light. SOLUTION: There are provided: lower and upper substrates arranged at a prescribed interval mutually to form a discharge space between the substrates; a plurality of barrier ribs that are provided between the lower and upper substrates, divide the discharge space, and form a discharge cell; a plurality of first and second discharge electrodes causing discharge inside the discharge cell; and a phosphor layer that is applied onto the internal wall of the discharge cell, is excited by ultraviolet light generated by discharge, and emits visible light. An ultraviolet light reflection film is formed on the upper substrate, and ultraviolet light as would conventionally be absorbed by front glass and extinguished is reflected in generated ultraviolet light and is returned to the side of the discharge cell for converting to visible light.
