PROBLEM TO BE SOLVED: To restrict exhaust of an air pollutant based on environment or circumstances around a vehicle. SOLUTION: This intake throttle valve control device is provided with a means for controlling an opening of an intake throttle valve of an internal combustion engine, a means for obtaining environment related information as the information related to the environment or the circumstances around the vehicle, a means for determining whether the present position of the vehicle is in the exhaust control region where exhaust of the air pollutant is restricted or not based on the environment related information, and a means for restricting the opening of the intake throttle valve to be smaller than the ordinary time when the present position is determined as being in the exhaust control region.
