<P>PROBLEM TO BE SOLVED: To provide a paper conveying device capable of delivering paper by a simple structure, a reading device, and an image forming device. <P>SOLUTION: This paper conveying device 19 comprises a conveying part 21 for conveying a document P and a paper delivery part 23 capable of delivering the document P from the conveying part 21 upward or rearward. The paper delivery part 23 comprises a paper delivery roller 29 for delivering the document P and a document guide 33 for guiding the document P delivered from the paper delivery roller part 29 upward.
