PROBLEM TO BE SOLVED: To solve a problem of the confidentiality in the case of transmitting content data by radio.

SOLUTION: A data stream radio transmitter disclosed herein is configured of: a fixed key information storage section for storing fixed key information set in advance with a receiver side; a random number key information storage section for storing random number key information; an encryption section for encrypting content data on the basis of composite key information configured by composing the fixed key information and the random number key information; a partial key information insertion section for inserting the random number key information or its alteration information to header information or collateral information; a data stream generating section for composing the header information and the collateral information with the encrypted content data to produce a data stream; and a radio transmission section for transmitting the composed data stream to a radio transmission path.
