PROBLEM TO BE SOLVED: To provide an access control method for reducing information leakage, due to bringing out a printed matter. SOLUTION: In performing printing in a secure room, watermark printing is performed by using an electronic watermark technology (a step b0100). In a printed matter management device, the status of the printed matter is managed (a step b0300) associatively with the watermark printing. In cutting the printed matter, a watermark ID is detected from the printed matter to check that the printed matter and an object to be cut coincide with each other and the printed matter is cut (a step c0100). After cutting, the status of the printed matter managed by a printed matter management device is changed (a step c0300).
